I suppose that we shouldn't be too surprised. Frequent readers of Chaos Manor know that Dr. Jerry Pournelle often cites the Iron Law of Bureaucracy as being that any bureaucracy will ultimately exist to serve itself rather than its supposed constituents so we can hardly be startled when union officials prove no exception to this rule. :P
